My other dagger has +3 guard on hit. With how quickly my rogue seems to die, I'm wondering if I should go for survivability or more glass cannoning.

This, and get better armor. Gear for defenses if you really want. You have 3 slots, so guard on hit, hidden blades, and the third one can be for defense or 1% heal on hit.
With T3 armor, you'll still get hit hard by big attacks, but "normal" melee attacks shouldn't be a problem:

This is for Cole, and I don't really micromanage like I did in DA:O (I find it somehow more tedious in this game), so there isn't really a matter of stealth/evading more. I just let him go.
But I'll go with the Hidden Blades for the other weapon and if I ever get some tier 3 armor, I'll put the Unbowed on that maybe.

That's probably a bad idea. Identical masterwork abilities don't stack, so unless you've got one each of the 2, 3, and 5 guard on hit abilities, you're wasting a slot. And you really don't need 10 guard on hit. Stick some fade-touched silverite on on something and use the other two slots for offensive abilities.
