Let's look at what Caltrops actually does:
Duration: 30 Seconds
Radius: 3 Meters
Damage: 10% Weapon Damage per Second
Speed Reduction: 25%
The upgrade (Tread Lightly) increases the Radius to 5 meters and Speed Reduction to 50%.
So a decent sized AOE that slows enemies by half, lasts a long time (30 seconds)... but only does 10% Weapon Damage per Second. If the enemy were to stand in the Caltrops for the full 30 seconds, and if the damage over time (DOT) actually processed every second [see below] that would be 300% Weapon Damage (10% / sec * 30 sec).
However, there is also some evidence that abilities that are supposed to do damage over time (DOT) like Caltrops do not actually deal their damage every second, but rather every tick, which is 2 (?) seconds.
Also enemies are not going to stand in the Caltrops for the full 30 seconds.
So instead of 300% Weapon Damage, we're looking at maybe 150% Weapon Damage, best case if the enemy spends the full 30 seconds in the Caltrops. Realistically probably much less than that. Probably 50%-100% Weapon Damage at best.
Now the Archer has a variety of great damage dealing powers, so maybe you don't NEED a 4th and you can take Caltrops for the Slowing effect.
Bottom line, if you like Caltrops for its slowing effect, take it. Don't take it for the damage.
