Forget math, there is no combination other than extended mag, damage barrel and AP rounds. It maximizes DPS, makes each bullet more potent on a gun where ammo actually matters somewhat. There really is no other consideration IMO.

Pretty much.
You get the 25% bonus from EB. You get 16 extra shots per clip, and 16 extra total bullets since the spare ammo is constant regardless of mag size. And most importantly, you get full damage shots through cover.
Drill 3 is also pretty good, especially against Cerberus (doubly so on host).
B-but HVB looks so much cooler than HCB.
What if I'd use Incendiary IV?
To each their own. I think the space flounder barrel looks ridiculous.
I would rather run EB+Piercing with IA on the Harrier typically, to answer your question.
Typhoon, PPR, Lancer are a different story because of ramp up, "infinite" ammo, or both.

IDK. Probably on paper but having to actually prime everything to get that extra damage is going to eat somewhat into TTK and situationally going to be worse IMO at times throughout a match. Ideally sure you're going to prime most things then shoot till dead, but the Harrier is such a monster with AP your TTK is probably still going to be less. Multi target primers like Reave though probably would be interesting to compare the TTK times with both ammo types. I could see both being viable though there.

Well, you're usually going to prime everything for BEs anyway, if you have a way of doing them, so... I'd rather get that juicy 120% damage boost...
