For example 10% chance to proc 2s walking fotress.

I m hiting like crazy but after first proc it take TIME to proc again..

 

If Yes, are they afected by thing like flow of battle or CD amu?

I wouldn't think so, my best example would be a Moon Axe since it's extremely obvious when it procs. Sometimes I got a lot of swings and nothing, sometimes I get multiple procs in a row. It's just RNG at work again.

I have had multiple mind blasts from a single chain lightning. I doubt they do
