I'm on my phone/work so I can't send links but there's an Encyclopaedia Dramatica article that explains everything. Basically, he is a man who has tried to pass a sex doll as his wife since 2012.
8chan's (lol)/cow/ board has been looking into him ever since he tried to get the website shut down on false charges hoping his history in creating fake girlfriends would lead to him quitting the internet again. And he has been melting down quite frequently, both on twitter and in each of the threads on 8chan about him.
Recently, evidence has surfaced of the exact doll Peter may have bought. Not sure if that's on ED yet but it does detail Peter's last "girlfriend" too. This is Chris Chan tier tbh.

You're probably thinking of Uncyclopedia or something. Dramatica tries to use accurate and verifiable information but is focused on internet drama/personalities, grossly un-PC and exists purely to make fun of everything it writes about.
