What made combat fun for me was determining the combat situation and adapting to it.

The freedom to swap between long range and close range on the go was an excellent step forward, it added depth to combat. But it's been taken away in inquisition and combat doesn't feel the same.

Possibly implement this in a future DLC or content patch?

It wouldn't work in DAI. Either you would get a way for warriors and rogues to work around the 8 abilities cap or you'd have 0 room for abilities.

It does seem a little strange that someone couldn't put their daggers away and switch to a bow, just because there's a bear chasing a ram 50 meters away. And yet, they can store 60 weapons in what I can only assume are a bunch of dimensional pockets sewn into their pants.

Bioware probably decided that weapon swapping was "too complicated" to this new controller & console generation of instant gratification gamers who want Micheal Bay-esque action...So they removed it completely from the game...

At least in DA2, you could go into the menu and swap the weapons at any time...
