Didn't know where to post this.
So during combat, health, stamina, and mana are all displayed.
When I am not in combat, they are not showing up until I engage in a combat.
Is there a setting to display them all the time?
Can you display health outside of combat?

Not anywhere I can check this at the moment, but I'm pretty sure if you go into Options, Interface and then HUD Settings, change it to Always On, sounds like it is set to Contextual right now. If I am understanding the question correctly, I believe that should fix it.
