I am sure someone mentioned this, but many mages are moved to different cities and even countries and the codexes prove there is a vast difference between the various circles based on who is in charge. Rivain was nearly wiped out when the templars went nuts, due to being renowned for leniency. Kirkwall is famed for being too harsh.
We hear stories of mages given freedom of the circle to go out, research and even have families. Even Kirkwall ignores the Champions magic (but only after they are declared the champion, before that Kirkwall suffered mass selective blindness). Also we see different trust put with the first enchanter. Gregior and Irving rely on each other and their bickering is more good natured, and Gregior dislikes and is hesitant to kill all the mages even after 80% of them have turned into demons, at least enough that he will forgo it if his counterpart is still alive.
Orsino is hardly more than a figurehead of the mages in Kirkwall. And even the little we know of Ostwick has a different view on all of it. So lumping all the circles together as the same experience can be hard to do.
