What determines how fast the plants grow, is there a way to manipulate their growth speed through the pc clock?

If you regrow the same plants (i.e. don't plant new seeds), it takes one trip out of Skyhold (to any location) for them to grow. You can return immediately if you wish. Otherwise it will take two trips.
