For some reason when I imported a save from ME2 where the whole crew survives on this one character Kelly Chambers is the only one that seems to be dead because she's not showing up in the docks.

Is there a way with the ME3 Gibbed save editor to fix it so she's alive?

Yep. In Gibbed set Boolean ID 3817 to true.

From memory Kelly only shows up in ME3 if you had dinner with her in ME2.
