I'm level 13, just captured my first keep, and I put a point into the Inquisitor Perk to unlock rank 2 Focus abilities. But for my Inquisitor, I see it building up sometimes, but I haven't seen it hit Rank 2. Sometimes I don't pay attention to my Focus, because I rarely use the abilities, but I know I saw my Inquisitor's Focus building into the second bar, and I just recently noticed that it shows that I only have the first bar capped. I'm confused.
