Best prioritasion for maxing out XP

So, after my first story-oriented playthrough, I am planning a powergaming one, and I'm looking into the best order to darm as muc XP as possible. Here is what I have whatsoever, but please give imput!

 

First, some fact/guesses (please correct me if I'm wrong):

 

a)XP amount from quests are static: if it rewards X amount, it rewards ir regardless of your level (are there exceptions to this??)

B) the XP from foe studing perk is retroactive, that from codex perks are not

c) the xp from foe killing is relative to your level. Once you reach a certain level difference (3-4 levels) an enemy will stop giving xp at all.

 

So, what I have planned:

1) don't touch any codex until the after-end whenever possible. Buy from the merchant for those from unaccessible lands.

2) Get all possible xp from random foes in each area BEFORE thinking of completing any quest. That might include extensive hinting early on if necessary on the higher dificulties (are there any real consequence of "extinguishing" an animal species in an area? Is that even possible or is one of the lot of advertised content that was scrapped in the end?)

3) Gain the necessary power to unlock new areas only through requisitions,.

 

How feasible do you think this strategy might be? What level might I expect to reach?

i got the codex perks first and only touched the codex that were in story missions and i was at 25 before the arbor wilds
