When I completed Mass Effect, I was using the internal memory unit on the Arcade version of the console to store my Mass Effect saves. After I completed the game, I bought a HDD, and then moved all the savegames from the MU to the HDD.

Now, my memory unit is empty. I started up ME2, and attempted the character import, just to check. When I select the HDD, it claims there is no character data; but if I select the MU (which has no save data on it anymore), it finds my old Shepard! The Service History is completely correct, even though the data is actually on the HDD now.

So, it seems that anyone having this issue may be in luck if they still have their old MU. You just have to claim the save is on the MU, instead of the HDD.

Hope this helps somebody; it sure helped me!

That's great but what if you used the MU to transfer from one (now dead) to another? I'm not having any luck here.

Just load ME1 with a close to end save (preferably before the final fight) and beat it again. This should create a special end game save which cannot be seen and moved (somewhere deep in the HDD's or MU's file system). This is the one you need to import a character!! If you don't have ME2 yet. Simple starting a new ME1 game and selecting existing ID should be able to verify you have it because this uses the same special end game save to start a NG+ in ME1.
