I started an Assassin build in multiplayer, taking both tiers of Stealth Strike. Then I heard it doesn't work right with "I Was Never Here". Is this bad enough to warrant rolling it over at 20 and starting again?

I Was Never Here is usually the cornerstone of any Assassin build. Unfortunately, it doesn't always trigger properly. Most often, Shadow Striking out of stealth fails to trigger IWNH, but skills like Twin Fangs or Deathblow can have similar problems.
Shadow Strike has its uses, since it is potentially low cooldown, and has the oft-overlooked advantage of allowing you to consistently hit things that are knocked down.
Promoting lvl 20 characters is something you will likely do many many times, since each promotion will give you a permanent +1 stat boost for all characters (unlocked or not). If you think there are some skill points that you misallocated, or simply want to try something different, all the more reason to start over at lvl 1.
