Natashina: regarding the walk toggle, it breaks if you fixed the cutscenes. Check your commandline and see if you made that fix earlier and forgot about it. Apparently, the only method (passed on by Bioware folks and condoned) to get cutscenes to play over 30 FPS was with a commandline switch. Inexplicably, when Bioware included the "walk toggle" as the major PC control improvement, it breaks if you're using the commandline switch to unlock your cutscenes above 30 FPS... you know, if you want your "by PC for PC" game to actually run at rates PC hardware easily support.
I wish I was making all of that up.
Ah, okay. It's much like the Fade bug. If you use the workaround and start a new character, you'll be in a place that looks like the Fade starting area, minus the excess green fog. The minimap will say "The Hinterlands" and you won't be able to get out unless you exit the game and remove the work around. Once you can save (why can't we save right after creating our character in case we screw up is beyond me,) then you can exit and put back in the command line.
What a pain in the arse, and that's just for a new character. For regular gameplay I'll take the workaround over the walk toggle. That plus playing offline from both Origin and the DA servers, plus removing Triple Buffering via a user.cfg file, has given me some solid framerates. It's a shame that it takes a fair amount of monkey-ing to get the game where I'd like it. There is still some minor stuttering, but nothing I can't deal with.
I share some of your bitterness, but as I mentioned yesterday, I'm not really that upset about it anymore. I'm also still having fun, and feel like I'm getting my money's worth. I wish more folks were able to feel the same way, but I'm not going to belittle nor dismiss the feelings of bitterness or even some of the anger that's floating around. 
@Peregriuns Hmm, thanks. I might use some of those, but I'm starting small. I tried to get the Inventory Increase mod to work, but no go. The Black/White Skyhold outfit, which I had been using, is currently hidden on nexus. My guess is the author has either stopped working on it, or is trying to get it compatible with the Mod Manger. I might pickup the Better Vitaar mod, but I'm not playing on playing a Qunari just yet. When it is closer to me going into Wicked Hearts, I'm using either the Black/Red or the Blue/White outfit mod (provided the latter is up to date and working with Mod Manager.)
As far as the audio oddity, I was wondering if you use an AMD video card? I do and I'm wondering if it's related. Since I got the new one installed two days ago, I know my drivers are up to date.

They have it up for elves as well in the same style. I've also got one for the dwarven ladies downloaded as well. It isn't installed yet.
