The fact that you so eagerly pursue the idea of them being lovers despite them being sister-like good friends is basically the best explanation for why Scribbles needed to explicitly deny it 
Sorry but I just don't find any of the explanations to be sufficient enough to explain away the heavily suggestive in game comments regarding Leliana and Josephine's relationship. Sure the writer who wrote the character/dialogue can say whatever after the fact but it just sounds like a last minute cop out to me but sure we have to accept it anyway. I guess Cassandra was just way off too because she clearly seemed to think something was up between them.

I've yet to hear even another bad explanation for that exchange. Could just be gossiping and totally unfounded assumptions i suppose.
What's the bet if it had been a dude character, it would be totally fine?

The reason she causes on friend is because in a previous banter with Varric she asks if he has heard from any of his associates and he retorts that he refers to associates as friends. So Cassandra was going to say Josephine and Leliana are associates but remembers what Varric said earlier and uses friends instead.

The line from Cassandra you quote does exist - I give you that. But Varrick never asks about their relationship and there is no "oh I see" type of response. Though with lots of bad will one could interpret Cassandra's answer like you do, I give you that.

Well for now I'll have to continue playing the game but assuming it was't an just an abandoned plot point that was partially left in by accident I'll say it was definitely at the very least a deliberate red herring. I'm not convinced of that yet but we'll see
