I have a lvl 22 Inquisitor, but the achievment is not unlocked.. Is it "Inquisition" Rank 20, or "Inquisitor" level 20?

No it's single plAyer level 20. It's also a bug unfortunately.
Try reloading a past save and releveling. Players report that if you are playing as a companion when your character levels the trophy won't go off. So make see when you are close you don't play as any companions.
