On the armour topic, Kelevra really still has lvl 2 & lvl 1 upgrades, on his lvl 2 coat, because he simply doesn't wear armour.
It's just a coat, gloves & boots. Everything else looks too flashy and un-adventurer-like.
It's especially sad that the boots are lvl 1 with zero useful slots, because I am never going to change them. They look too awesome with these chaps over cowboy boots and are almost as iconic as my beloved hat.
There, I care about fashion.

YES, YOU CAN! I always do. You have to do the scout the Hinterlands first, but you don't have to actually go there. Instead of 'venturing forth' just back out, leave the war room and come back. Behold table operations and the BE are now available without going anywhere!
