No, it's not. It's there to sync collections so you can have them in new play throughs. No point in syncing if you haven't finished the game.

You can sync as many times as you want. And collections (thrones, drapes, windows, etc) don't have to be complete to sync. It will sync what you have and then you can go back and sync anything else you have gathered.

IDK it just fits her pre Inquisition character arc of being a loner who just hung around the back woods of Ostwick doing her own thing.  My Shepard on the other hand was very promicious.

You could read the description of it on the Attributes screen. And no, rogues don't really need it. It increases attack by a very small percentage and magic defense by a very small percentage. Rogues like Cunning and Dexterity.
