They pop up in different areas, usually standing in place. You have to sneak up behind them, and spam the activate button. Annoying, but you'll get the hang of it.

I found that a couple of days ago, it's in a villa in the Emerald Graves, the one where you have to find parts of a key and reassemble it to open a locked room - I can't remember the name off the top of my head.
