Not just in level but in what it does. I believe it was regarded as the toughest dragon fight, though I could be mistaken.

Fire dragons are the second easiest next to Frost dragons. It's the Electric dragons that can be a pain. That lvl 23 dragon went down just as fast as her other Fire friends.
