Well you are facing an alien invasion. 

 

I know you could stop them (permanently?) in the original XCOM game (at least until the sequels came out) but now it seems like you can lose in this new version at that still equates to an ending.  Unless, despite winning, they win in the end anyway?

Well thats a touchy issue becuse in the game you can win and get through the end of story an you end and things are awesome and you push the aliens off Earth.  Or you end and you trigger a cut scene of the head of the Council being mind controlled (wrong gender to be hawt) and then you lose and XCOM is scuttled...but it looks like XCOM 2 makes the assumption you lost because now you have gone underground and are fighting it all guerilla style.

You were a shotgunner. Went out to flank a Sectoid. I did not anticipate another flanking you in return. It was quick and painless. You were dead before you hit the ground.

Well, XCOM2 is about a guerrilla force fighting the Aliens, so it's the "canon" ending.

You're on the namelist, but you weren't in the initial 40 people, and my two reinforcements turned out to be Ladyv23 and one of my ArmA buddies. If you watch, you'll find out how things are right now. I'm gonna upload it to YT soon.

Asia's completely gone. North America decided to give me the finger. Only the Germans still stand proud in Europe. Africa only remains as long as Nigeria and South Africa do. South America somehow thinks the Ayyy attacks aren't that much of an "our problem".

Plus we keep losing people left and right.

 

So, yes. Being an XCOM operative is a very, VERY bad job title right about now. If you survive the war, you're likely to get f*cked later by the Aliens for actively fighting them.

...fail the final mission, fail the base assault (without Long War), have eight (sixteen in Long War) countries give you the finger...

IDk the specifics but people start flipping out the more alien attacks and stuff happens the more you lose the more you just plain ignore the enemy threat and then one country after another pulls their funding for the XCOM program.  Lost enough funding and the whole thing gets shut down, walla, no more fighting alien bad guys.
