Same as in the real world. There would be people dressed as fantastical monsters like werewolves and things like that. It would very much be similar to how Halloween actually began, not what it is now.

I think Sera would be totally into Halloween, kind of like me. She would dress up in the cutest costume and eat so much candy. 

 

Bull would probably dress up too. Maybe Dorian would convince him to wear part of a couple's costume?

I reckon, come Halloween, things would get very interesting playing the game. The masks represent their nobility, what house they are from. It tells everyone else what they are. Changing it up knocks everyone off their game. The rules are flipped. Anarchy ensues.

Reminds me of one of the Red Jenny war table ops. The Tantervale charade I think? One of the options was lights out.
