There is nothing that says that they did not have sex, so you are free to believe what you will. Though from what is said, it's likely that they did. You can opt to ignore that though, but it's still there.

 

That's true. The world is different though. That is stated in the opening cinematic to the game. You are not left hanging by this fact. In 2015 in the world of Fallout, they were doing completely different things to what we're doing now. So, you have to understand that the world is different. It's not the modern world, but just in the future. There was a shift before those movements I mentioned before, so you have to, if not expect, at least understand that those same events may or may not have happened, which would quite literally, change everything one would know about the world today.

By the Force no.  I hate tattoos.  Mind you the other little tid bit there did catch my eye.  I mean heck, on the subject of tatoos, I should know the unpermancy of life, how things change.  "I WILL ALWAYS LIKE DIGIMON!" my seven year old self was wont to say "I WILL ALWAYS CRUSH ON EMMA WATSON." My fifteen year old self...ish...also said.  So, yeah, I know that nothing is permenant, things change, and tats, are pretty perm.
