Though I do seem to remember to back stuff up lately. Truth be told, I don't do it very often, because reinstall is the less painful and time-consuming option for me with the internet speed I have (Thanks, mom)
Nope and I doubt they will.
About the only thing I'd want to mod into FO4 is making Vertibirds sturdier but less frequent so it matches up with lore, or my perception of it anyway, but I can live without mods.
They announced it. Should be coming this year at the latest as I recall. Not sure if it's Xbone or PS4 though.

I really just want the wearable backpack one, and the one that fixes the crazy shotgun ballistics. In FNV you could work around it by using slugs, but the spread in FO4 is rididculous. Sawed-off shotgun have less range, because less acceleration, which means the spread effects start sooner - but "spread" doesn't mean "mentos in a watering can".

Thanks to Stormqueen to pointing me to some things. It appears I can just use Nexus for now.
I don't think so, regarding the dragon mods. Depends how they're set up.
And yes, just the NMM should do for now. I would definitely advise using the SkyUI mod, because the vanilla menus in the game for inventory, crafting etc are frickin' terrible. You can install the SKSE script thing using Steam, if you're using that, which means it will be kept up to date better. And the unofficial patches, as per StormLass.
Otherwise, any mod that improves the horribly blocky faces and skin textures everyone has is where you should start, for sure. The XCE stuff is great, and Better Beast Races, like Ber said. Beyond that, either search for a thing you might be interested in or look at the most endorsed stuff in every category to get a feel of what there is.
I remember I'd put together a list of mods to use about a year before I even got the (Legendary) game!
