So, I saved Ash and sacrificed Kaidan. Why? It's very simple: Ash was the one guarding the nuke, and the nuke was The Mission. I decided it was more important to protect The Mission than to risk it saving someone who was involved in a secondary objective. It wasn't personal.
This is actually how I normally make those kinds of decisions in game.
