Gah. RP (Received Pronunciation) is what the British came up with when they wanted to sound "Educated" because they were university-educated snobs. As far as I'm aware, this is way back, when university was a nobility and rich people's thing. They literally WANTED TO SOUND BETTER THAN THE COMMON FOLK.
Aaaand now people apparently think that Sera is stupid because she doesn't speak with the "I'm better than you" accent.
Of course, today it's a bit different and university is available to many more people (for example, I think Poodle is hardly from the top few percent of the population in terms of "being rich", AND they admitted ME to one - ME!) and RP is what they mostly try to teach the foreigners.
Received Pronunciation was the allegedly 'standard' way of pronouncing English, as defined by the rich and powerful types that get to decide that kind of thing around the beginning of the last century, which is why it makes people sound posh and superior. It really came into its own as a concept with the advent of radio, and then TV, and propagated from there, really. It's different from, say, the Estuary accent (cf the Tenth Doctor/Kilgrave) which is more the 'common' version, if you like. Nowadays people just sound like people.
I do wonder if the label "received" originates from its radio usage.

Mind you I personally never experienced it and always let her kill him. I only know from whinging I've read on this forum.
With so many people liking the things Sera doesn't (magic, efly-ness, complete control over their companions so they have no personality of their own) she was always going to be unpopular.
And to be fair, if the Inky did prattle on Sera gave you fair warning of what to expect!
Oh, yeah. And non-native speakers seem to have problems understanding her accent, too. Hell, I even saw Americans complain they can't.
Yet when me, a guy who never heard of English until age 5 (of course, all kids are fluent in their native by that age) and never got serious about it until roughly age 12, hears her talk, I understand everything she says. Not only the words, but for whichever reason, the context, too. Maybe even how she feels as a character.
As I've said before, for me her accent is a local one, what with her VA growing up in a town a small number of miles away from where I live. As such she sounds a bit like people I know!

But I think the "Received" bit comes from the fact it's not a natural accent, rather than an invented one.
As such, you can't be "born" with it, but you have to "receive" it (Ok, that makes as much sense as anything Cole would say, but I think you catch my drift, yeah?)

Hell, Slavic languages are as far as you get from Germanic, and Roman languages hardly count (French influence on the tongues on the Isles since 1066 at the very least - and I'm not even talking about Danelaw and the Vikings), and I have no bloody problem. Then again, I blame talent for that particular trait. I was just born lucky.
