He does voices for enemy goons in 3 and 4. He's credited and his voice is easy to distinguish from the voices of the other goons.

And no, he most certainly does not do the voice for the antagonist. I know that guy from White Collar. Bailey's accent was definitely off at times. Why they couldn't just get a brit to do it, I don't know.
