The thing is, they seem to have taken it upon themselves to further that cause. They just need help.. I think that's why Andraste and Shartan are so cool.
I think it's up to us to further it or not. But Solas doesn't care anymore either way.
Briala is pretty much the only real hope the city elves have as far as i can see, having grown both a braind AND a spine on the issue. What is important is that they TAKE their position instead of just having it given to them by outside 'benevolence' (see the the Fereldan mess...)
Solas, i think, still cares very much. He's just living with crushing (and well deserved) guilt and would rather just try to turn back the clock than try to improve things from where they now are.

Taken before i learned how to take and move the screenshots on the ps4. But still the best picture of Enna's well practised 'Stepford smile' along with the unblinking stare. Poor Sera was among the first to get hit with the full effect
