Setting/ Genre first of all: High Fantasy set on a single continent with a chain of islands to the north and north west. It is a place ruled by many powerful empires who keep their subjects in line through terror and their own power.
Themes: Big Governments suck for everyone. 
The '1s'
First character will be motivated because his wife is kidnapped by a local lord.
Second: Is motivated because they are a mercenary belonging to the guard detail of a newly formed Kingdom. He is framed for murder of one of their officials and has to go in hiding eventually joining up with a rebellion for protection.
Third: A leader of criminals goes underground to the Dwarves to hide and seek asylum.
Fourth: Not sure.
Fifth: Not sure, may be just standard epic, already a soldier in a rebellion.

Okay, so what connects these empires? Is there a war between all of them or maybe just a few of them? Are the people sick of the tyrannical Lords and are rebelling all over the continent, forcing the different Empires to join forces to quell it?
