Nothing else. I can see why people might think that Bioware screwed up some conditional statement which results in the follow up dialogue not triggering.She's flirt only

The Cullen chat is way more involved and it goes nowhere. I don't see the difference.

Well if there was some testing going on, what about the "odd dwarf-elf-?" you run into at the lyrium quarry? Is that also some lude test of tolerance to genetic errors?
They mentioned Scout harding in the patch notes -seems more like a plot hole that they are trying to fill, no matter where it goes.

She's never been considered a romance. Prior to the game's release, they were clear that there will be the ability to flirt with one prominent NPC. At the time, people thought that it would be Celene. Turns out it was Harding. She's not one of the eight romances. It was never intended that she would be a full romance; just a character with whom your Inquisitor could flirt, if you choose.
Personally, I think that she was put in as a test to see how well a dwarf romance would be received. Since the feedback is overwhelmingly positive around her, I suspect that we will be seeing a dwarf romance in DA 4. It might even been Harding, since her role in the Inquisition makes it easy to explain why she'd be in another part of the world, helping another new PC.
I didn't follow prelease information for DA:I much. I saw/read enough to know that I wanted to play the game, but I didn't dig into anything related to the story, as I hate spoilers with a passion (they're called spoilers for a reason). So as one who simply played the game, it's only natural that I assume the flirty, potential romance dialogue with Harding is the result of unfinished content, because that's exactly what it is. The devs didn't give it a conclusion like with Aveline in DA2; it's simply not complete.

I was a dwarf warrior in my first play through, and I really thought Scout Harding was the best romance option for him and kept holding out on picking someone else hoping she would come to fruition. Oh, well. Ended up with Cass which wasn't bad. But I liker her better than Cass or Josephine. I actually think Viv and Leliana would be more interesting romance options, too rather than Cass or Josie. Maybe they just aren't my type.

They did give it a conclusion: let's meet up for drinks and see how it goes. People have this weird thing about open-ended conclusions somehow not being conclusions, but they are conclusions. They're just open to interpretation.

All full-fledged paths to romance within DA:I have some semblance of a solid conclusion (your inquisitor forms a relationship with someone). This does not happen with Harding, and as such is out of place; it's a romance unfulfilled. As such, it is unfinished content, and is not, as you say, open to interpretation. Not trying to be down on you, just calling it like I see it.

The fact that it's unlike other romances doesn't mean it's unfinished. The Josie romance is the only one without a sex-scene but that doesn't mean it's incomplete. I understand that you think the culmination of it has to be an actual relationship forming rather than establishing the prospect for one, and I agree that it's unsatisfactory, I just don't think that's enough to say it's incomplete.

Harding makes it pretty clear she's got better things to do than f**k around with the Inquisitor. To me... that's a conclusion.
Although... once the big fight is over I suppose as a DLC you could go back and explore that... but nah. I'll probably get my desire demon romance before that happens.

Cullen says that he's not interested if you flirt enough, whereas Harding ends up talking about a post-war relationship. It makes sense for one of them to subsequently ignore the PC completely, and I don't think it's Harding.

Yes but apparently he also said he might be open to it in the future... so maybe like others have said, it's a test run, perhaps to determine whether people would have a sh*t fit about being able to hit on a dwarf chick that is apparently a child... (though to me, nothing is child-like about Harding.)

I recall reading about something he said/posted that was misinterpreted. I believe it amounted to "Animating dwarven romance/sex scenes isn't easy.", or something along those lines. It's been a while though, so my wording could be off.
