it seems like the katari has a really low armour rating, i feel like they are more of a dps rather than a tank, what do you guys think

Nope, best class in the game. Solos perilous with no effort.
In fact, Katari is so amazing people kick it from parties out of shame.
Trust me, Romney never lies™

I feel like they need turn the bolt from the W&S tree. 50% ranged defense would go a long way to making the katari more usable on perilous.
But I don't have an HoK rings, so maybe my experience is a bit skewed that way.

Turn the bolt? With what? His horns? Wait a sec...
I hereby officially request the addition of Turn the Bolt to the Katari's repertoire, as well as an accompanying headbutt-animation whenever he turns bolts.
But I don't have an HoK rings, so maybe my experience is a bit skewed that way.
HoK rings don't help you from getting downed by a few stray arrows. They help you recover from minor mistakes, an arrow here, an arrow there, just not all at once. As long as "here" and "there" don't refer to your knee. Cuz then you're just done.

Katari should be dual wielding 2 handed weapons. The ball was dropped. Should be a racial ability for Qunari Warriors.

I just got done live streaming with the Katari. I think he is OP and needs a nerf. He should have Caltops and Spirit Mark as his only abilities.

Oddly enough there was a discussion about that before, though I can't for the life of me remember which thread it was. As to the observation, yes, the Katari, and Reaver, are all about the DPS. Treat him like a tank, e.g. the Legionnaire or Templar, and you're experience will not be memorable...or perhaps memorable, but not in a good way.
I have to play him like a hit and run machine. Charge in, War Horn, Mighty Smash some stuff and combat roll the hell on outta there. Otherwise I spend way too much time on my face. Like a giant horned rug.

Does he also have access to Caltrops upgrade?

The Katari needs that cry
Crying is generally provided by the player. BYOC.
And are you referring to War Cry or Unbowed? Taunting enemies would seem like a death sentence.
Or, to be more accurate, putting him out to pasture. You know, cuz he grazes.

Warcry + Whirlwind (with some adjustments) would make for... an interesting experience.
Go big or go home, Katari!

To the death is a huge help...at least on threatening. I haven't braved perilous with him yet. Overall he's just a giant ball of chaos ![]()

Lol'd at that one, but probably unbowed or maybe even walking fortress, war cry would probably get messy.

Well with Sulivein blade, his DPS is OK....Problem is with defezne, his should have MASIVE bonus to guard or something

That's because he's not supposed to be a tank, underpowered is the wrong word to use - he has survivability issues if your not careful but his DPS is actually very good imo

In general Katari works according to the following specifications:
-Crush the enemy
-See them driven them before you
-Hear out their lamentations (Bioware is too politically correct to feature their women lamenting - a shameful display, imo)
Class suggestion:
How about cowbells hanging from his horns? They could deflect the other arrow or two.
And when he charges they enter into a mad cacophony mixed wth the snorting and the train steam pipe (unlockable as a special gear).
