I agree on the dubbing (I'm seeing a lot of cartoons that I saw subbed as a child now broadcast dubbed, and they suffer for it...), but subbing is still very useful if you have an incomplete grasp of the language. Not everyone speaks English perfectly.
Subtitling is useful, period. I mean, not even getting into the whole people with hearing loss issue, but for me who can A) hear and B ) understand natively.
