A bunch of the passive skills are written to imply that they benefit your entire party. First, I want to check if they stack. I am assuming they don't stack, but I'll ask. Can two necromancers give your group +30% damage against panicked? Can two spirit mages give your group +70% mana regen from barriers? I assume not.

 

Second, I want to make sure all of these work the way I think they do. 

 

--Does Rejuvenating Barrier work for anyone who has a barrier from, any source, or only barriers cast by the mage who has Rejuvenating Barrier?

 

--Cutting Words: Does the party get bonus damage against enemies taunted by anyone, or only the warrior with Cutting Words>

 

--Necromancer: Do they increase damage from the entire party to panicked enemies, or only from themselves?

 

--Rift Mage: It looks like they grant bonus duration to status effects from allies, but bonus damage only to the Rift Mage's own attacks?

 

--Do Templar or Artificer passive buffs stack? It seems like because they just add stats (+crit, +resist) it's possible they could stack when other passives don't.

I don't know about every instance, but it seems most things in this game when used twice apply once. For instance you cannot stack the same masterwork bonus on gear. So if you have 2 items (like 2 daggers or sword and armor) that give "On hit: Gain 3 guard" only one applies. But a Gain 3 guard and Gain 5 guard masterwork would stack. Also 2 skill bonus rings (like barrier duration bonus  of 30%) actually cancel each other out so neither applies. However, I think both Cole and an Assassin Inquisitor can drop a Mark of Death on an opponent at the same time, so some things do work when doubled up. Unfortunately the mechanics of many skills are nebulous and hard to see without recording some gameplay and testing yourself.

 

The others that I can comment on: Cutting Words is supposed to be +30% from all sources, so anyone hitting the enemy gets the bonus. I believe Necromancer panic bonus is only themselves. Like Solas' bonuses on weakened enemies are only for himself.

Templar and Artificer bonuses stack for sure, you can see them on the attribute screen.

Moreover, they also stack with tonics and gear too. It's part of the reason why Cass and Varric are in my party for the majority of quests.
