Sorry if something like this has already been made. I've looked around and couldn't find anything.

But I was wondering whether someone/something else could have created them.

The Primeval Thaig being among the most obvious evidence that Deep Roads, or a version of it, existed a lot earlier. Even as part of Arlathan, considering the statues worshipping gods, the magic used to create architecture and lyrium deposits there. The profane's existence also seems in line with how the Ancient Elves left behind their slaves and workers in the caverns. Even the Shapers didn't have records of this thaig! Which suggests there could be more like it that predate Dwarven history.

Also, were the "Old Gods" in the Deep Roads already? Or did they travel there? I know the Codex Entries in Inquisition say that the Magisters/Darkspawn started to explore the tunnels to find them.

I'm sure there's other stuff out there in the Codex that has more interpretations on the Deep Roads. So if anyone has theories and ideas, please post.

According to the lore, yeah, the dwarves did create the Deep Roads.  The dwarves have lost pretty much all of their previous empire, along with a lot of their history.  It's possible that the Primeval Thaig in DA2 did predate recorded dwarven history, though there isn't really anything supporting or refuting it.

As for the Old Gods, it's very vague.  All that's been stated about the Old Gods was that they were underground and that the darkspawn had to dig to reach them, implying that they aren't in the Deep Roads at all.

There is a theory that the Old Gods are really the Forgotten Ones from the Elven Pantheon, but nothing has been said about it in the lore itself.  Though, considering how angry Solas gets when he hears of the Wardens' plan to find and kill the last 2 Old Gods to prevent future Blights, it hints towards this being true.  imo, at least.

I do have a theory about an additional reason why dwarves have no connection to the Fade, but that's a different topic.

It's been confirmed by Gaider that the Primeval Thaig is Dwarven in origin. And the Deep Roads themselves are Dwarven.
