No where is it confirmed to be 2%.  Its value is speculative currently, and I threw my number in the ring.  As BraveLToaster noted, it appears my estimates are not far from others.  Also, Law of Large numbers was what I was referencing.  RNG will always be RNG, but a 2% chance in the long run will look like a 2% chance, a 10% chance will look like a 10% chance, etc...

As I do not own this weapon,I assumed it had a set % listed, my bad guy

I submitted a bug report in the tech support forum regarding Sulevin Blade, because it is the only weapon without its percentage chance to activate listed.

 

Regarding weapons that give you a bonus on kill (e.g. +Magic), without some icon to indicate, it's difficult to know whether they're working or not. You could test this by carefully noting how much damage you're doing to a tough enemy before and after a kill on a weak enemy. But that's really tedious so I haven't done it.

 

1 point of Magic is +0.5% Attack and 1% Barrier (source), so +20 Magic is +10% Attack which should be noticeable in your damage output.

There is an indicator. On PS4 in the bottom right corner around the circle of mana/stamina and your abilities, if you get an active buff an icon appears at the top right part of the circle. On my templar/lego whenever my moon axe procs the war horn symbol comes up. I have used the +20 magic on kill staff and at no point did any buff ever appear. This leads me to believe the passive is broken right now.

There are indicators for some things but not for other things. I don't think you can rely on them.

 

For example,  the Mindchill staff definitely casts Mind Blast, but never puts up an indicator for it (not even for a split second).

 

By contrast when playing as an Elementalist or Keeper in a group with another Elementalist or Keeper, you will sometimes get the indicator for Flashpoint or Mana Surge even though you personally didn't qualify for it.

 

Like everything else in this game, visual indicators in the U.I. are glitchy.

 

I would love to have time to test all the suspect weapons to see if they actually do what they claim they do, but (1) I don't have time and (2) Bioware has the best QA department in the business so I'm sure they'll get around to it eventually. ;)
