Useful.  It's one the earlier passives I invest in to speed up mana regen.  It can be the difference between winning or losing a fight.

Useful if you aren't a KE.  KEs move around too much for it to kick in most of the time.

It's not a must-have at all. Standing still is actually a tall order for a mage in a game where crowd control is extremely weak and animations are elaborate. Just casting Energy Barrage breaks it.

Having said that.... Given that most Mages will unlock access to it by virtue of having Fade Step, it is pretty cheap for what it is.

I don't use fadestep (tanks are too good at drawing agro) but I will always get stillness knowing it has a cooldown modifier.

One of the best passives around imho. And since fade step or winter's grasp is pretty much in any build, this is cheap for what it is.

Yes and no.

It's very good if you got the right build, or can utilize it. The main issue is that Energy Barrage and Fire Mine breaks it -- which are a mages 2 core damage abilities. However, the CD reduction and mana increase means it's worth having up even only for a few seconds. So if you play smart, you can get fire mine adn energy barrage out, get WS running, and have full mana and shorted CD before you'd need to move/Use EB or FM again.

 

For any optimal build it is the second most important skill point to spend. For less optimal it's a good 6/10.

It's not just Fire Mine that breaks it, it's a pretty long list of stuff you probably wouldn't expect.  Seriously broken mechanics there.

The only two points in the winter tree worth getting IMO is Fade/frost Step if you are a mage Inquisitor.  I use my ally mages as Shatter bots tho, so I actually get Ice Mine and Winter's Grasp on them. The AI doesn't move around much, so Winter Stillness isn't too bad on them. I'm always moving on my Inquisitor tho, so I rarely get any use of it.

Winter Stillness is good and I recommend you taking it for any mage.

 

In fact for the Winter tree here are the decent things from it :- Fade Step upgraded, Ice Mine upgraded, Winter Stillness, Ice Armor.
