No, he's not. Nathaniel has a well-fleshed-out personality. Sebastian comes off as a bit of a milquetoast to me.
There's definitely that middle period where Hawke is rich and notorious but not protected by his Champion status that the mage issue is especially noticeable.
I definitely like the Hawke as a mage for the story potential as well as friction with Carver, though i'm currently enjoying a playthrough and re-experiencing the joy of Bethany.
Ideally it might have been good if there had of been some restrictions on the use of magic in certain quests/locations/times. I remember Baldur's gate 2 doing something like that.

Javik doesn't count because he was supposed to be part of the main game but they chopped him out to try and squeeze more money out of you.

True enough. The original plan for Javik sounded awesome. But if it wasn't for him, I'd probably dislike the game much more. He was the only crew member as miserable as me ![]()

Well, he's barely a companion anyways. Act 2 and onwards. He isn't even in Cassandra's book portrait of the team
I don't know how to include him in all of my games..
Plus Sebastian wasn't mentioned by Hawke if they get left behind in the Fade.

Apparently the VS played a bigger role when they became a Spectre. They lead their own team when they get healthy. You first meet up with them again at Eden Prime and discover you're both following up info about a Prothean discovery. But Ash/Kaidan are teamed with some Alliance stooge and they breed distrust in you. So it ends badly and you part ways. Later in the game, the Prothean info leads to Thessia. THIS is where you unlock Javik. But Ash/Kaidan show up again with the same Alliance guy. Turns out the Alliance guy was Kai Leng the whole time and finally changes his plans.
As you get Javik in your team, he forces a situation where you had to choose between saving the VS or Liara. It's like Virmire all over again. There was also a different Citadel Coup.
Or so I've heard. And it sounded great. Even Kai Leng sounded cool. I think that's the idea they reused by making Maya Brooks.

Holy crap. That's not perfect but it's 1000 times better than what actually happened.
Annnd getting back to the dragon age series, I stand firm in the statement that Sebastian is an unwanted character with no value IMO. He can die. Soon... quickly now.
A couple of things to consider when trying to rationalize a free mage Hawk:
in Act 1. First, Hawk lives in low town. The guards have an extremely light presence there and the people that live in low town have a very "Mind your own business" way of living. Second, the first year of living in Kirkwall, Hawk has the Merc band or Smugglers silencing people (by bribe or threat) that might raise a stink over the fireball throwing mage in Low Town. Not surprising no one would go running to the guards much less the Templars.
In Act 2, Hawk is one of the wealthiest people in the city with ties to mercs/smugglers, he/she has friends in the city guard, and the Viscount owes him/her a tremendous debt for the safe return of his son. (granted the kid was not in any danger until the Viscount tried to "rescue" him, but still...) All and all he/she has been a boon to the city. So again we have plenty of reason for people to ignore the occasional fire ball or lightning bolt.
In Act 3, he's a full blown hero. Every noble owes their lives to this mage. What are you suppose to say? "Thanks for saving us, now kindly go to prison." Me thinks nooo. By this point Hawk is effectively untouchable. Mage or not.
Of course that's the heroic Hawk version of justifying it. There is always the not so nice version. You can say he/she has always been a blood mage using blood magic to warp peoples perception of him/her. Another reason no one ever says boo about it.
TBH that's kind of how I read into it too
