Really, there is not a lot of choice in the matter. You couldn't have the hat model sitting on the hair model without major clipping issues. Which means you would have to make a completely separate model for the hat combined with each of the possible hairstyles. So that one hat would have to have like 15 different models. That's just a waste of limited resources then.
Especially since I would guess a large number (if not the majority) of players turn on the helmet hide option anyway.

I used the hat and enjoyed the look on my elf. Blonde hair with the shaggy hair style. And it also fits surprisingly well on Cassandra.

It's rather funny considering that previous games just made you bald for the hats/hoods. In this game, where many hairstyles are bald, they give us a hat + skullcap thing instead.

It would be fairly easy to recolour since the texture for it is separate from the hat.

I think that the issue this time is that some of the hats show the back of the head, and to be suddenly rendered bald is a little jarring.

I don't buy that, it's EA and other EA games have hats that leave the hair alone. Sure slight clipping with some styles of either but, that beats the skull cap thing.

I doubt it. They'd need to make all those hair+hat combos, removing the clipping and such. That's an obvious 'lesser evil' here, unfortunately, it was this or removing those stylish and cool-looking hats from the game entirely.

Well, I always wear my swimming cap before every mission. And I force my companions to do the same, I cannot allow demons or red templars to ruin Solas's wonderful hairstyle.

It's possible the colour is a bug, and it was supposed to follow the material used

When will that be fixed? If the game had too many glitches and bugs then the game should of never been released in the first place.

There aren't a lot of options considering all of the different hairstyles. You'd probably have some nasty clipping if you didn't use the skull cap solution.
Except we DO have alot of "nasty clippng"... Everywhere, on every armor, wapon, and class. And every combnation therein!

Not true. You could get away with 3. Bald, short and long, with the hair portion masked to match the characters hair.
Just a minor adjustment to the skull cap, and it would 'look' like hair.
The skull cap itself is just wth?
Plenty of other games manage this just fine. I'm not sure why helmets are such a challenge for bioware, but they always have been.
A minor annoyance, compared to other flaws... but annoying none the less.
All the more reason to dev and release community mod tools.
