Fair point, but I still don't get what PotA is doing in that case. Static Cage would have kept them all packed together by itself. Is it the extra PotA duration that you're benefitting from?

Static cage paralyzes them if and only if they hit the boundary but it doesnt suck them towards the center nor does it act as essentially an immobilize. 

 

Where as pota sucks them towards the center so you can guarantee your firemine/immolate/might blow/leaping shot hit the maximum number of targets. Static cage is there solely to amply damage, i dont even think about the paralyze.

Static Cage does draw foes to the center in my game on the PC. If this is a glitch: NO Fixes Pls!

I am on Xbox One and it draws enemies to the center. That skill is how i defeated Envy without a tank. Would drop it on top of envy and when he would teleport second he popped out of the ground he wound up in the middle of static cage and frozen in place temporarily since he skill was interrupted.

Static Cage is intended to pull enemies to the center if they try to exit the circle (even teleporting enemies like spellbinders and terrors). I haven't seen any reports of it not working correctly.

However, some enemies are immune to being pulled, and you can occasionally have some enemies get thrown from the circle (they go flying off in a random direction).

Enemies are paralyzed for a time when pulled, giving a chance to detonate.

There's plenty of YouTube videos that show it in action. The tooltips in this game are shockingly bad, no pun intended :)

As I say, both have the dragging effect, though the Static Cage's one has a caveat that they need to hit the edge (realistically that means you need to centre on the archers, as melee'ers will run at you, but in most practical circumstances they don't stand far enough apart to avoid most AoEs). The only real exception is what devSin mentioned, targets that are immune to paralyse ignore it and if you hit an opponent with a phys effect at the same point they're being dragged, they tend to go flying.
