Just curious how it works in DA:I. During my first PT I encountered some areas where I was over levelled, Crestwood would be one example, as I went to the Exalted Plains for my specilization quest and stayed there for some time. I just noticed now in my second PT that mobs that were level 10 before Skyhold (the bandits in the SW forested area of the Hinterlands) are now level 11. Just wondering if it is only specific mobs that level with you or what is it that determines enemy level.

My understanding is that perhaps enemies level within a range of the zone they are in. So for example Crestwood might be 9-12 depending on your level, so it will depend on your level and the zone/area/map you visit. Could also be why there is a level range guide for the important missions, e.g. 16-19, so if you went there at 16 u may find lvl 16-17 enemies, or like me did one at 19-20 then the enemies were all 19+.

Enemy groups have a range (typically 4 levels). (This seems to be true for most enemies, even singular ones like dragons.)
Each group will level according to the player's level and their allowed range. If you encounter them at Level 1, groups that have a 4-7 range will be Level 4; if you're at Level 10, they will be Level 7.
Certain events can cause the types of mobs that spawn in an area to change, and these will have their own ranges. Rifts also have a predetermined range.
