I am having to replay ME1, 2 and 3 thanks to a hard drive crash last year. I am wanting to get the full effect from ME2 and am wondering if it is recommended to wait until I have redownloaded the dlc before starting a new game and continuing from ME1.
Utilizing the DLC for a better continuance from ME1?

There are no bridging DLCs from ME1 to ME2. There are some DLCs that bridge ME2 to ME3 however. Notably LotSB and Arrival.

Your resolution of BDtS will also give different outcomes in ME3.
It actually has more impcat than LotSB or Arrival, because those two affect very little apart from few conversations.
