Who condemned him? He was fired, not blacklisted from the job market, and we saw Ferelden mine workers slugging through even though there was enough prejudice toward Fereldens in Kirkwall to limit their job opportunities.
He did a little illegal work, so that's one in his favor. Sometimes it meant he inadvertently sold children into slavery, but points for effort.
Pretty much Kirkwall's society. In Act 2, he complains people look down on him. This is an actual line he says during Act 2. Samson is seen as a pariah. No decent Kirkwaller would want to have anything to do with him. Much like a beggar nowadays or a lepper in the Middle Ages.
He also states something about having to beg in the streets to buy the dust. Now here I enter the terrain of extrapolation. We never see him have a proper job in the game. Every night, he's in Lowtown, asking around for dust. So my first assumption is that he can't have a proper job because of his addiction.
My second assumption is that no one dared give him a job because he's a junkie.
I suppose the game mirrors real life behaviour to an extent, right? That's what Bioware attemps to do with its characters; give them a realistic approach, without removing all of the fantastic elements typical to fiction.
We know for a fact Samson suffers prejudice and is discriminated by Kirkwallers. That could extend to him not being able to have a normal job, but this second assumption is only personal extrapolation.
(I should point out my extrapolation is based on examples I have of people I know or have heard of. My country doesn't lack cases of drug addicts not able to keep their jobs for more than a few months or being avoided altogether because they have a drug usage history.)
