I love the Indra. It's just one of those neat weapons that are fun to use just to mix things up every once in a while. Since it was one of the lighter SRs, you could really use it on anything and could compliment any kit pretty well.
The one thing I love the most about it, are the bullet streaks left behind when you're strafing and firing simultaneously. It's a little thing, but I find it hypnotizing.

Claymore with Smart Choke is best sniper rifle.
Indra's fun for a bit, but it's never stuck for me.

Indra is great on just about every Engineer, especially humans. Pinpoint accuracy for power use.
Scorpion for a sidearm.

Used it on GI with Enhanced Scope and Extended Barrel (AP ammo ofc) along with Barrage Upgrade gear, finished the 140k points weapon challenge from scratch in 1 Plat run, not bad.

Both piercing mods plus Warp ammo IV in the hands of the SI makes the Indra deadly, sure not BW deadly but it takes down platinum bosses very fast at X.
Yuppp. Have you tried it with Hsol Adrenaline Rush? Works pretty well, along with BW.

It works really well also on the Quarian marksman - just a great gun on many kits!

I sort of like the Indra, but for me, it's more of a non-Infiltrator sniper rifle. I like it on Engineers, Soldiers, the Justicar, or as a 2nd weapon on a Destroyer with a Shotgun. I also like using it as a 2nd weapon on the Shadow, along with one of the lighter shotguns.
The OP mentioned the Incisor. This is the only way I have found that the Incisor is any fun: Turian Sentinel. Granted, it's still not "good", but it's OK and fun to use once in a while. Not coincidentally, it's basically the same build I like for the Argus.

About Incisor. I use it on 'no fitness' TGI, with stabilization module and mouse macro.

What's wrong with it? Honestly, Warp R6 is kind of pointless if you're using a weapon with 90-100% armor negation. The debuff doesn't really help you at all**, and the power damage increase is pretty trivial on most builds. It makes explosion detonations slightly more powerful, but it's not that big of a difference. And it's mostly irrelevant on a character who can't detonate his own biotic explosions and uses a better detonating power (Overload) to detonate ammo-based explosions.
** Exception: If you're going to do Warp/Incendiary glitching, then R6 Warp becomes very, very valuable.
