Yes technically these are synonyms and a simile would be a comparison to something that is LIKE the original thing, not SYNONYMOUS with it.

I would imagine players that can do perilous without dying would have the sense to kick the level 1.

Not if you join games in progress and go get yourself killed before they realize!

I'm expecting non-Routine missions to be less forgiving of low-level party members.

I expect to see less Katari and Reavers.

I expect to see more Keepers, Ele's and anyone else OP or tanky.

Challenge is already live it seems, works on solo(Thanks BW!). Also if you get knock-downed by a Shield/DC it doesn't affect the challenge as the criteria(now confirmed) is not going down during Zone-5.
This is will be rather quickly done by the community.
