I'm big into RPing and creating a narrative for my characters, so my answer is any of them. My favorite characters are my dwarves and I don't think they'd make any list like this objectively, but within my own playing experience, they make the *most* sense to me and work best narratively.
Some people don't like to do that, or they are much more rigid than me about extra textual headcanoning, so for that, I would suggest human male mage romancing Cassandra (or Dorian tbh) or female elf (class doesn't matter as much with elves IMO but I'm sure ppl will say mage) romancing Solas.
I mean, I would encourage people to try it my way to see if it works for them and honestly I think the "bonuses" those two get in terms of content are overstated, but I do respect that everyone has different play styles!
Edit: what the hck happened to this post?? Ok edited shouldn't be weirdly repeating now

Then, the Anchor enters her life and before she knows it she's been thrust into awar she never wanted fighting alongside allies she doesn't entirely trust (iron bull, Cassandra) or who don't trust her, (Blackwall, Sera)
regardless, she endures to make the Inquisition into a force to be reckoned with.

From a purely narrative point of view my vote has to be Dalish mage. You get an outside view of the chantry but also a connection to the mage/templer conflict. You have the most reason to care during the Dalish parts of the main quests and in all the Dalish side areas.
Romance for f!Lavellan: Solas/Lavellan for his connection to the main plot and the likelyhood of his romance playing a part in future character development. Romance for m!Lavellan: either Cassandra (again, a connection to the main plot as well as the Divine plot) or Dorian (due to the revelations about Tevinter and Arlathan towards the end). Both Cassandra and Dorian bring a lot of interesting narrative aspects with a m!Lavellan.
Obviously, any race/class/romance works from a narrative point of view. It all depends on how you play and what you like playing.
