That's not a date. Everyone gets that scene. The flirt option is just a bonus for those who are romancing her. 
But yeah, you're locked in with Cassandra.

I want to dump Cassandra and make a move on Josephine. But currently I have no way of doing so as I am not given any option to dump Cassandra or flirt with Josephine. Here is some context:
- I am in a relationship with Cassandra currently. Prior to getting into a relationship with Cassandra I did have at least one "date" with Josephine where we hung out on my balcony
- I am near the end of the main question line. Currently I am waiting to start "What pride had wrought".
- I have done all the Inner Circle Quest for each of the companions.
Since starting my relationship no dialogue options come up to break up with Cassandra nor to flirt with Josephine. For what its worth I've been "hitting it" hard with Cassandra.
Now funny thing is I have been given option to flirt with Dorian since starting my relationship with Cassandra. I guess Josephine is just a wholesome girl who doesn't do that sort of thing. Totally marriage material!

The only people I haven't romanced at this point are Blackwall, Iron Bull and Dorian. Which I have characters created to eventually do those three as well. So far I am happiest with Sera's romance. Regardless of what you think of her the romance in general was the most fun and engaging. I did however enjoy dueling for Josephine but the way they scripted it makes you seem kinda soft. I really wanted to take the guy out.
