I almost strictly lurk these forums but, as a player who has his keeper banner I would like to throw my 2 pennies out there.

Enhanced chain lighting ring is pretty groovy, although I do not see a big dps difference. Only seems to be like 50 more dps per hit.

Enhanced static care rules! It stays up for so long that on a perilous round it can sometimes mean the difference from having 1 mob to mop up or 4.

There was my 2 cents.

You know, this term "proc"... I do not think it means what you think it means.

 

I am pretty sure you meant "trigger", not "proc".

 

PROC is an programmers acronym that's made it's way into gaming years ago meaning "Programmed Random OCcurrence". It's used to refer to mechanics that have a random chance of occurring. Mind Blast and Mana Surge have no random chance to them, so therefore there is no proc involved.

 

Here is an example of a Keeper passive that will "proc". Note the random chance part:
