All three items, the Collector's edition, the Shale and the Dragon Armor all failed to download.  How do I try another download?

Here's a simple tutorial on how I fixed a broken DLC package that was supposedly installed but not really working (conversations broken, quest markers not appearing, etc.) Worked for me, see if it helps.
