There may be some confusion here about what the producer actually does. Movie producers do not develop movies. They back them, support the production process as needed, and promote them. The same is true in game development. The designers and directors and artists and coders have been at work for some time on ME4. Now (about a year before release) is the time when planning begins for long term promotion and support and business development around the completed product. 

 

And as Randall says, many (most) companies in many (most) places have a legal obligation to advertise jobs above a certain pay scale.
